Tavistock Development is advancing a second phase at Pier Sixty-Six in Fort Lauderdale with four 270-foot mixed-use towers holding 339 condos. The site has a 120-foot height cap, so the plan needs a rezoning backed by four of five city commissioners, and neighbors are pushing back.

Tavistock Development Company is moving ahead with a second, larger condo phase at Pier Sixty-Six, its resort and marina campus on Southeast 17th Street in Fort Lauderdale, and the fight over height is heating up.

The Orlando-based developer wants to build four mixed-use towers, each 270 feet tall, with 339 condo residences in total. One tower, with 101 units, would rise on a north parcel near the resort. The other three, with 90, 75, and 73 units, would sit south of 17th Street, east of the Intracoastal Waterway. The program also calls for about 25,000 square feet of retail, 29,000 square feet of office space, 17,000 square feet of restaurants, a 14,000-square-foot boutique grocer, and a public waterfront promenade of roughly a mile and a half.

10 Design is the lead architect, with EDSA on landscape and master planning. Renderings show tapered glass towers with deep balconies set on mixed-use podiums around a new boat basin. Tavistock gave up about an acre of dry land on the south parcel to dig that basin, land its attorney said could otherwise have carried one or two more towers.

The catch is zoning. The neighborhood is capped at 120 feet, so Tavistock needs the city to approve a Planned Development District rezoning, which requires at least four votes on the five-member commission. The project is still in Development Review Committee review, and the developer must hold three community meetings with neighbors before a vote that is likely several months away. The second meeting, held in late September at the resort's Aviva Ballroom, drew close to 100 residents.

Opposition is organized. Leaders of the Harbour Inlet Association say the three south towers would bring traffic on 17th Street, strain local infrastructure, and cast shadows on single-family homes, and they want the developer held to the 120-foot limit. A petition urging commissioners to reject the rezoning had 545 signatures as of Sept. 30. Mayor Dean Trantalis has not said how he will vote but called the plan "a classic example of overdevelopment," while crediting Tavistock for the resort's revival. Vice Mayor Ben Sorensen, who represents the district, said his concerns about density remain.

Tavistock argues the plan is low density. A 2018 development agreement with the city allows up to 575 units on the site, well above the 339 proposed, and the company says the glass-heavy design is meant to keep the towers feeling open. This is its second try at going above the cap. A late-2021 concept for three 480-foot towers would have required citywide height changes and was dropped after residents objected.

Phase 1 is finished. It delivered the renovated 325-room Pier Sixty-Six resort, 30,000 square feet of commercial space, 8,000 square feet of offices, and 88 condos across four buildings at Pier Sixty-Six Residences. The last of those buildings, Indigo, received its certificate of occupancy in September 2025, and a penthouse there closed for $14.5 million.
