Easton Street Capital and 1789 Capital Plan Boutique Luxury Tower Near Norton Museum

A partnership between Easton Street Capital and 1789 Capital has submitted plans for an ultra-luxury residential tower in West Palm Beach’s emerging Cultural Quarter, introducing a boutique condominium designed around privacy, art, and exclusive lifestyle amenities. The proposed development would rise 26 stories on Arkona Court, steps from the Norton Museum of Art and its planned cultural expansion.

The project calls for 16 full-floor residences beginning on the 11th level, each spanning approximately 6,000 square feet, topped by a two-story penthouse. Additional guest accommodations would provide private suites for residents’ visitors, while a 10,500-square-foot members-only club is planned with a pool, fitness facilities, spa treatment rooms, bar, and dining space. The ground floor would also include a healthy market café, retail space, and structured parking.  

Designed by SCB, the building has been conceived to complement the neighborhood’s growing cultural identity. Rather than turning inward, the tower is oriented toward the museum’s future Culture Park, creating stronger pedestrian connections between the surrounding public spaces, sculpture gardens, and nearby arts destinations. The development team says the architecture is intended to contribute to the district’s public realm while maintaining the privacy expected in the ultra-luxury condominium market.  

The proposal arrives as West Palm Beach continues to attract significant high-end residential investment, with developers increasingly targeting affluent buyers seeking larger homes, exclusive amenities, and walkable access to cultural institutions. Boutique projects offering one residence per floor have become an increasingly sought-after segment of the market, reflecting growing demand for privacy and limited inventory in one of South Florida’s fastest-growing luxury destinations.
